It has been my honor and privilege to serve as his second in command. Morall leaves a legacy of support and passion for our association that will make this transition effortless.<span style='mso-spacerun:yes'> </span>I am proud to inherit an association that has weathered the worst the economy has to offer.<span style='mso-spacerun:yes'> </span>We have executive leadership, staff and programs in place that will allow us to continue to promote and protect our members.</p> <p class=MsoNormal style='text-align:justify'><o:p><br></o:p></p> <p class=MsoNormal style='text-align:justify'>We face a very different world than just a few short years ago. I started DORIOT CONSTRUCTION in the early 80 s.<span style='mso-spacerun:yes'> </span>My family has been in the woodworking industry since the early 1900 s, so homebuilding was a natural fit.<span style='mso-spacerun:yes'> </span>With nearly 30 years of custom home building and remodeling behind me, I ve witnessed and participated in everything that our economy could throw at me.<span style='mso-spacerun:yes'> </span>I ve learned some hard lessons along the way. This exercise has become critical as the County has raised fees to unprecedented levels prior to achieving the necessary efficiencies in the process. In addition, they continue to reduce the general fund support of Community Development. The most recent move was to send money to Code Enforcement so that the people who are doing projects illegally can be forced into paying for an over-priced permit, meaning more money for the County. <o:p></o:p></p> <p class=MsoNormal style='text-align:justify'><span style='mso-themecolor:text2; mso-themetint:153'><span style='color:#548DD4'><o:p><br></o:p></span></p> </span> <p class=MsoNormal style='text-align:justify'><span style='mso-themecolor:text2; mso-themetint:153'><span style='color:black'>Almost everywhere you <span class=GramE>look,</span> businesses and organizations have tightened their belts, cut staff, reduced service levels. Employees are doing more for less and working in a more competitive and stressful environment. These same organizations, the smart ones, are changing the way they do business to become more efficient than ever. They are finding ways to position themselves to grow positively and sustainably when the numbers begin to improve. Most local governments have done the same.<o:p></o:p></span></p> </span> <p class=MsoNormal style='text-align:justify'><span style='mso-themecolor:text2; mso-themetint:153'><span style='color:black'><o:p><br></o:p></span></p> </span> <p class=MsoNormal style='text-align:justify'><span style='mso-themecolor:text2; mso-themetint:153'><span style='color:black'>The City of <st1:place w:st="on"><st1:City w:st="on">La Center</st1:City></st1:place> created the option to delay impact fee collection until certificate of occupancy, improving a builder s ability to get loans and start projects. <st1:place w:st="on"><st1:City w:st="on">Ridgefield</st1:City></st1:place> dramatically reduced their fees, recognizing that fees were inhibiting affordable home construction. <st1:place w:st="on"><st1:City w:st="on">Vancouver</st1:City></st1:place> has rejected a planned 10% increase in permitting fees. Washougal continues to reject impact fee increases. These cities are doing what it takes to attract builders without comprising their quality of life. <st1:place w:st="on"><st1:PlaceName w:st="on">Clark</st1:PlaceName> <st1:PlaceType w:st="on">County</st1:PlaceType></st1:place> needs to step up and do the same.<o:p></o:p></span></p> </span> <p class=MsoNormal style='text-align:justify'><span style='mso-themecolor:text2; mso-themetint:153'><span style='color:black'><o:p><br></o:p></span></p> </span> <p class=MsoNormal style='text-align:justify'><span style='mso-themecolor:text2; mso-themetint:153'><span style='color:black'>In <st1:place w:st="on"><st1:PlaceName w:st="on">Clark</st1:PlaceName> <st1:PlaceType w:st="on">County</st1:PlaceType></st1:place>, there is not enough being done to fix the fee itself.<b style='mso-bidi-font-weight: normal'> The City of <st1:place w:st="on"><st1:City w:st="on">Vancouver</st1:City></st1:place> has a 65% fee recovery policy. The County, </b>lacking any policy leadership on this issue, <b style='mso-bidi-font-weight:normal'>is currently above 82%. </b>The purpose of permitting and inspections should be to protect the public s health, safety and welfare. Without a clear policy from the Board of Commissioners, this devaluation of the public benefit to Community Development will get worse. <o:p></o:p></span></p> </span> <p class=MsoNormal style='text-align:justify'><span style='mso-themecolor:text2; mso-themetint:153'><span style='color:black'><o:p><br></o:p></span></p> </span> <p class=MsoNormal style='text-align:justify'><span style='mso-themecolor:text2; mso-themetint:153'><span style='color:black'>In addition to permit fee troubles, the County has also  passed the buck on Impact Fees. In December, they voted unanimously to raise Vancouver School Impact fees contingent upon <st1:place w:st="on"><st1:City w:st="on">Vancouver</st1:City></st1:place> approving the increase as well. Commissioner Marc Boldt even offered to write a letter to the City in support of the increase. The <st1:place w:st="on"><st1:City w:st="on">Vancouver</st1:City></st1:place> school district is asking for a 270% increase in school impact fees, raising the fee for a single family home <b style='mso-bidi-font-weight:normal'>over $3,000</b>.
